The Ministry of Health launched on Monday in public debate a draft Emergency Ordinance that regulates the issuance, verification and certification of the COVID Digital Certificate. This certificate will enter into force on 1 July and aims to ensure free movement within the EU for people vaccinated with the COVID vaccine or immunized following illness and cure.
The certificate can be obtained from the website certificat-covid.gov.ro (not yet functional), the only official site in this regard. The certificates are issued by the Integrated Information System for the issuance and verification of EU digital certificates for Covid-19 (SII-CDC), under the operational administration of the Ministry of Health, developed and implemented by the Special Telecommunications Service (STS).
The certificates are valid as follows:
Vaccination certificate: for vaccinated persons: until June 30, 2022
Healing certificate: for people who have gone through the disease, it is valid for 180 days from the date of the first positive result in the test for Sars-Cov-2, registered in the computer platform Corona-forms
Test certificate: valid 24 or 72 hours after the Sars-Cov-2 test, depending on the type of test performed
In addition to the certificat-covid.gov.ro website, the authorities will also have at their disposal the CoronaScan mobile application for verifying certificates through the QR code.
The following personal data are required to validate the identity of the digital certificate applicant:
For vaccination certificates:
- in the case of persons identified for CNP vaccination, the following are required: name, surname, CNP, series and number of the identity document, the month when any of the vaccine doses were given, name of the vaccine, county / country where the vaccination was performed
- in the case of persons identified for vaccination with an identity document issued by another state or with a passport, the following are required: name, surname, ID / passport number, citizenship, the month when any of the vaccine doses were given, name of the vaccine, the county / country where the vaccination was performed
For healing certificates:
- in the case of persons identified for testing positive for Covid19 with the corresponding Romanian Personal Identification Number (CNP) , it is necessary: name, surname, CNP, series and number of the identity document, month of performing the first test whose result is positive in the test for Sars-Cov-2, county where the testing was performed
- in the case of persons identified at the test with an identity document issued by another state or with a passport, it is necessary: name, surname, number of the identity card / passport, citizenship, the month of performing the first test whose result is positive to the test for Sars- Cov-2, the county where the testing was performed
For test certificates:
- for persons who have been identified for testing by personal numerical code: name, surname, personal numerical code, series and number of the identity document, month of performing the test whose result is negative to the test for SARS-CoV-2, the county in which performed testing;
- for persons who have identified themselves for testing with an identity card issued by a state other than Romania, or passport: name, surname, passport / identity card number, citizenship, the month of the test whose result is negative to the SARS test- CoV-2, the county where the testing was performed
For the issuance of certificates in the case of minors under 14 years of age, depending on the type of certificate requested, the above-mentioned data will be requested, except for the series and number of the identity card, as well as completing the name and surname of the person exercising parental authority over the minor, according to the law, as well as the confirmation that there is its agreement for the issuance of the requested certificate.
The computer system will consist of:
An online portal, https://certificat-covid.gov.ro, as the only point of issuance of EU digital certificates, based on information on vaccinated persons registered in the National Electronic Vaccination Register, test results for SARS-CoV virus – 2 , as well as the record of the persons cured by COVID – 19 registered in the computer platform “Corona – forms”
“CoronaScan” mobile application for verifying the authenticity, validity, and integrity of certificates, by scanning the QR code on certificates
The substantiation of this draft normative act states that the implementation at the national level of the measures already approved in Brussels is an emergency – that is why the GEO is issued, so the digital certificate cannot be adopted by law.
The draft Emergency Ordinance has been initiated by the Romanian Minister of Health, Ioana Mihăilă, and will need the approvals of the Deputy Prime Minister Dan Barna, the Minister of Defense Nicolae Ciucă, the Minister of Internal Affairs Lucian Bode, the Minister of Foreign Affairs Bogdan Aurescu, the Minister of Justice Ioan Stelian, the head of the National Authority Supervision of Personal Data Processing – Ancuța Opre, and head of STS Ionel – Sorin Bălan.
The provisions of the draft Emergency Ordinance:
“Art. 1 – This emergency ordinance regulates the issuance, verification and acceptance of EU Digital Certificates on COVID, which certify the vaccination, testing or cure of holders, hereinafter referred to as Certificates, in accordance with EU Regulation no. 2021/953 and EU regulation no. 2021/954.
Romanian public authorities and institutions, with attributions in fulfilling the provisions of EU Regulation no. Regulation (EC) No 2021/953 of the European Parliament and of the Council of 14 June 2021 on the framework for the issue, verification and acceptance of interoperable vaccination, testing and cure certificates COVID-19 to facilitate free movement during the COVID-19 pandemic and EU Regulation no. Regulation (EC) No 2021/954 of the European Parliament and of the Council of 14 June 2021 on the framework for the issue, verification and acceptance of interoperable certificates for vaccination, testing and cure of COVID – 19 on third-country nationals legally residing or in the territory of the Member States, during the COVID – 19 pandemic, from 1 July 2021, “The integrated IT system for issuing and verifying EU digital certificates for COVID – 19, hereinafter referred to as SII-CDC”, is shown in the draft of the normative act.
